The Facilities Buyer II supports order fulfillment for ACS facilities consistent with nationwide policy and performance standards. This role regularly works with the Construction and Facility Management team, regional employees, and other members of the Supply Chain team to acquire goods and services including, but not limited to: HVAC, Electrical, Plumbing, Fire Safety, Security Systems, Landscaping, Painting (interior and exterior), “Handyman/small project” services, Remediation & Restoration, architectural Design, and General Contracting Services. The individual will ensure the procurement of services aligns with budgetary and quality standards. Responsible for source-to-pay functions including sourcing, bidding, supplier qualification, negotiation, and contract execution. Will have responsibilities for supporting strategic supplier relationship & performance management. Responsible for supporting purchasing activities, documenting actions, and communicating policies/procedures to stakeholders. Purchasing activities include but are not limited to managing incoming internal purchasing requests, generating external purchasing requests, and tracking delivery of goods and services. Responsible for utilizing approved P2P tools for submitting and tracking all orders submitted, supporting contract submission and new supplier requests. Responsible for data accuracy, process compliance and stakeholder communication to improve efficiency and solve operational problems. Support technical teams by identifying system or process gaps/issues to drive process improvement opportunities among the broader P2P initiatives.

MAJOR RESPONSIBILITIES:
• Rapidly identify, compete, and evaluate qualified suppliers to meet immediate operational needs.

• Prepare requests for bids using templates to provide accurate, detailed information to current and potential suppliers for specific facilities requirements.

Analyze bids and procurement data to ensure accuracy, identify cost-savings opportunities and improve service efficiency and delivery. 

• Negotiate pricing, deliverables, and terms quickly while ensuring quotes are received from multiple qualified partners focusing on the best value and quality of service. 
• Enter contracts into the contract system and partner with the supplier and Legal team to usher the contract to signature. 
• Receives purchase request information from internal constituents and creates purchase orders for external submission.
• Utilizes approved source-to-pay tool to capture and track all external orders.
• Coordinate the purchase and delivery of goods, material, services, supplies, etc. to individual locations; issue purchase orders and manage order modifications.
• Foster a collaborative and positive work environment by actively engaging with team members and cross-functional teams, promoting open communication, and supporting collective problem-solving efforts to understand urgent service requirements and ensure alignment with business objectives. 
• Interact with cross-functional team members to resolve supply-chain related matters.
• Provide product, spend, and supplier information to sourcing managers as requested; assist with category management as assigned.

  • Support ad hoc and special projects related to various purchases and other business procurement needs.
  • Provides high quality service and communication to internal stakeholders.

FORMAL KNOWLEDGE:
• A college degree strongly preferred. Professional certification preferred.
• Minimum of 3 years similar experience working in a fast-paced procurement in industries such as facility maintenance and service-oriented environments, purchasing construction and facility management services.
• Highly experienced in conducting competitive bidding, negotiations, and contract processes.
• Proficient with procurement/supply chain/facilities industry specific terminology and practices.

Other Skills:
• Formal knowledge of sourcing processes including competitive bidding and supplier qualification.
• Basic knowledge of finance, accounting, budgeting, and cost control procedures.
• Knowledge and experience with AIA documents.
• Ability to make administrative/procedural decisions and judgments, ability to work independently and as part of a teamin a deadline-oriented environment.
Experience purchasing from facilities management services and constructionsuppliers.
Accuracy and speed in data entry.
Possess a positive and proactive 'can do' attitude.
Outstanding work ethic, detailed oriented, motivated with commitment to quality and teamwork.
Ability to quickly learn and master new skills.

SPECIALIZED TRAINING OR KNOWLEDGE:

Experience utilizing electronic Purchasing and Contracting tools (Coupa, Conga).
Proficient with Microsoft Office(i.e.,Outlook, Teams, Excel, Word)


SPECIAL MENTAL OR PHYSICAL DEMANDS:
Work is normally performed from a home office or workspace.
Infrequent travel required (1-3 times annually).
No or limitedphysical effort is required.
No or limitedexposure to physical risk.

The starting rate is $60,200. The final candidate's relevant experience/skills will be considered before an offer is extended. Actual starting pay will vary based on non-discriminatory factors including, but not limited to, geographic location, experience, skills, specialty, and education.
