Public Policy Fellow – Access to Care

The American Cancer Society Cancer Action Network (ACS CAN) is the nation's leading cancer advocacy organization. The Post-Doc public policy fellowship program is a one-year opportunity to work with the American Cancer Society Cancer Action Network (ACS CAN) – the advocacy affiliate of the American Cancer Society (ACS). Through its public policy advocacy work at the local, state, and federal level, ACS CAN influences evidence-based public policy change, as well as legislative and regulatory solutions to reduce the cancer burden. The policy team is directly responsible for developing the public policies upon which ACS CAN advocacy is based.

Public policy fellows will work directly with the ACS CAN policy team as well as have opportunities to work with colleagues from other teams across the enterprise including the intramural research team of ACS. The specific focus of the Access to Care Fellow will be: 1) quantitative analysis of cancer access, coverage and health economic issues; 2) help with policy development re: remaining gaps in coverage for cancer patients; and 3) analysis of the economic impact of cancer, in particular rates of cancer spending by site/type of service, trends in health care spending for cancer, and factors driving cancer care costs.

During the course of the 12-month assignment fellows will have to opportunity to:

• Deepen expertise in a range of issues including health care economics, insurance market reforms, Medicare, and Medicaid;
• Utilize quantitative analysis skills;
• Develop work products related to their issue focus;
• Work in a collegial environment with a team of highly skilled policy professionals who will provide mentoring; and
• Attend forums, seminars and conferences relevant to their issue focus.

MAJOR RESPONSIBILITIES

The Policy Fellow will work directly with the Policy Principal on

  • Quantitative analysis of state and federal legislative proposals;
  • Undertaking projects used to educate and persuade policymakers on access to care as related to cancer;  
  • Creating policy products that support the federal, state, and local advocacy agendas - including quantitative analysis, fact sheets, infographics, and other materials; and
  • Working collaboratively with the Policy Director and the Access to Care Policy Principal and multiple teams across ACS and ACS CAN to produce consistent, evidence-based work products that clearly communicate access to care policy positions.  

KNOWLEDGE/SKILLS

FORMAL KNOWLEDGE:         

  • Completed doctoral work and experience and/or demonstrated education in the health economics and/or health policy
  • Demonstration of strong quantitative skills and experience
  • Strong writing and communication skills

COMPETENCIES/SKILLS:        

Other Skills:

  • Knowledge of health access issues  
  • Knowledge of health economics  
  • Familiarity with fundamental principles of public policy
