ACS CAN is committed to removing the patient's barriers to cancer care by identifying critical resources for patients, helping them navigate through health care services and systems, and promoting health. To this end, we are expanding employee resources to hire a subject matter expert who will promote beneficial policy solutions and changes in reimbursement and payment models for patient navigation, particularly as it relates to supporting cancer patients and oncology services.The position will report up through its respective functional team but will be charged with working strategically across functions to drive a cohesive, coordinated, and deliberate strategy to advance an evidence-based policy agenda critical to promoting a reimbursement pathway for patient navigation. Patient navigator for the American Cancer Society Cancer Action Network (ACS CAN), representing the Society's and ACS CAN's policy agenda pertaining to reimbursement and payment model recommendations of patient navigation services. Interact with senior executives to discuss policy and legislative changes on the above issue areas. Develop, coordinate, and implement ACS CAN's strategy, relationship development, and federal policy engagement with key federal policy makers on patient navigation issues.

MAJOR RESPONSIBILITIES
Serve as subject matter expert and advise senior management on public policy issues related to ACS CAN patient navigation reimbursement and payment model recommendations and explore opportunities for improvement or alteration.
Offer policy and legislative proposals, recommended courses of action and practical management strategies regarding reimbursement and payment models for patient navigation across the cancer care continuum.
Identify strategies, provide guidance and advice, to maximize potential reimbursement, payment, and coverage associated with patient navigation services.
Perform in-depth analyses of key developments in prospective payments research and on topics related to patient navigation and reimbursement and payment models in order to offer and sustain oncology patient navigation programs.
Prepare reports that outline the implications of proposed legislation or other policy changes on reimbursement and payment models for patient navigation services.
Lead the development of reimbursement, payment and coverage information and tools that support public understanding and education.
Partner with others on critical coverage and payment focused messages and development of tools and public resources.
Strategically develop relationships and partnerships with organizations actively engaged in topics pertinent to patient navigation and reimbursement intelligence and strategic and tactical planning.
Identify and attend relevant conferences and meetings to promote payment and reimbursement developments and coverage policy management by strategically sponsoring and driving education and awareness through training, speaking engagements and advertising and marketing opportunities.
Provide frequent status reports to the ACS CAN President and the Vice President, Federal Advocacy and Strategic Alliances on activities and work accomplished.
Identify federal (e.g., legislative, executive branch, regulatory) proposals and policies impacting ACS CAN's patient navigation policy objectives.
Collaborate with Federal Affairs team to develop ACS CAN's perspective on new patient navigation issues.
Develop and implement strategies to advance ACS CAN's perspective.
Represent ACS CAN during the federal legislative and regulatory process. This may include activities such as public testimony, policy negotiations, educational meetings with legislators and staff, and comment letter writing.
Coordinate with Federal Advocacy Team -- Access to care, Appropriations and Equity Collaborate across ASC CAN and ACS related to Patient Navigation

Bachelor's degree.
Master's degree (preferred).
Ability to understand and apply complex policies, procedures and legal statutes.
Knowledge and experience of health care reimbursement methodologies, including Medicare, Medicaid and third-party reimbursement and payment models.
High level of expertise in federal health policy.
8 or more years of professional experience required, including policy, legislative and/or experience contributing to strategy development.
Must have a great attitude and be a team player.
Must be a self-starter able to work with minimal supervision.
Must be flexible, and able to manage multiple administrative tasks and projects.
SKILLS
The successful candidate must communicate clearly and concisely in order to convey their ideas and proposals effectively.
The successful candidate will research topics and issues to create policy proposals, understand the current state of patient navigation and reimbursement, the history of why it's important and what the consequences of inaction might be, all to develop and implement new policies. This includes doing extensive research on different solutions to current policy issues.
The successful candidate will have the ability to analyze a situation and determine the best course of action, make decisions about the best way to implement new policies, how to address challenges that arise during the implementation process and how to address any issues that arise from the implementation of a policy.
The successful candidate will possess strong writing skills, convey ideas clearly and concisely when preparing memos, reports, proposals and other documents explaining the reasoning behind policies.
SPECIALIZED TRAINING OR KNOWLEDGE
Strong background, training or experience in health economics, health policy, reimbursement, or health services research.
The starting rate is $135,000 to $165,000 annual. The final candidate's relevant experience/skills will be considered before an offer is extended. Actual starting pay will vary based on non-discriminatory factors including, but not limited to, geographic location, experience, skills, specialty, and education.
