The IT Buyer II is responsible for sourcing and procuring IT products and services, including software, hardware, and technical professional services. This role supports IT procurement throughout the project lifecycle and collaborates with various departments to ensure contracts and purchases meet ACS business and InfoSec requirements. The individual ensures procurement aligns with budgetary and quality standards and is responsible for source-to-pay functions, including sourcing, bidding, supplier qualification, negotiation, contract execution, and compliant transactional activities. Additionally, the role supports strategic supplier relationships and performance management, executes purchasing activities, documents actions, and communicates policies/procedures to internal/external stakeholders.

ESSENTIAL FUNCTIONS:

  • Identify, compete and evaluate qualified suppliers to meet immediate operational needs, ensuring quality, value and ensuring compliance with established policies and procedures.
  • · In partnership with IT stakeholders and Strategic Sourcing (as needed), prepare detailed bid requests, analyze bids and procurement data to identify cost savings and service efficiencies and improve service delivery.
  • Negotiate pricing, deliverables, and terms swiftly with multiple qualified partners, focusing on achieving the best value and quality of service.
  • Enter contracts into the contract system and collaborate with suppliers and the legal team to finalize contracts, create Purchase Orders to coordinate the purchase and delivery of goods/services to individual locations.
  • Collaborate and engage with departments/cross-functional teams to ensure consistency and compliance with InfoSec requirements, integrations, enterprise architecture and software asset management.
  • Provide excellent service and communication to internal stakeholders, ensuring their needs are met, and supporting procurement-related special projects.
  • Foster a collaborative and positive work environment by actively engaging with team members and cross-functional teams, promoting open communication, and supporting collective problem-solving efforts to understand urgent service requirements and ensure alignment with business objectives.
  • Provide product, spend, and supplier information to sourcing managers as requested; assist with category management as assigned.

EXPERIENCE/QUALIFICATIONS:

  • A college degree or professional certification in Supply Chain, Information Technology, Procurement, CPM, CPSM, CTPs, CTPE or related field preferred.
  • A minimum of 3 years’ experience negotiating software license agreements, cloud computing agreements, or other technology-related contracts is essential.
  • Technology purchasing experience required.
  • Highly experienced in conducting competitive bidding, negotiations, and contract processes.
  • Proficient with procurement/supply chain/IT technology specific terminology and practices.

  • Procurement & Financial Acumen - Skilled in sourcing processes, competitive bidding, supplier qualification, and procurement of technology-related products and services. Possesses foundational knowledge of finance, budgeting, and cost control.
  • Adaptability & Learning Agility - Quick to learn and master new skills, tools, and processes, with a positive, proactive mindset and a strong commitment to quality and teamwork.

TRAVEL REQUIREMENTS:

  • Ability to travel when necessary

PHYSICAL REQUIREMENTS:

  • Work is normally performed in a typical interior/office work environment. 
  • No, or very limited physical effort is required.  
  • No or very limited exposure to physical risk. 

The salary range for this position is $56,000 to $72,000. The final candidate's relevant experience/skills will be considered before an offer is extended. Actual starting pay will vary based on non-discriminatory factors including, but not limited to, geographic location, experience, skills, specialty, and education.
